A good non-allergenic soap is the Essentials® Unscented soap. I can personally attest to this bar soap not drying out hands, as this is our daily hand-washing soap. We like it because it is gentle on the skin and doesn’t dry your hands out. The other soaps on the list do a better job of retaining the skin’s moisture, but this soap does the trick.

Made in France (if you couldn’t tell by the name). This soap is made in Marseille, France by cooking it in cauldrons for 10 days, the traditional way. Each batch of soap must contain at least 72% vegetable oils, but they don’t let you know the exact ratio of oils that they use.
